Changchun Urban General Plan (2011-2020)

  Urban general plan is a legal blueprint guiding urban construction and development and an important reference for urban construction management. After the establishment of PRC, Changchun had respectively compiled the editions of 1953,1980,1996before the year 2003 .

  A sit develops rapidly, Changchun accomplished the main object of main construction and development regulated in Changchun Urban General Plan (1996-2010) ahead of schedule in 2003.
Meanwhile, the Sixteenth National Congress put forward the grand objective of building a moderately prosperous society in all respect and made strategic decisions of revitalizing old northeast industrial base. After conscientiously summarizing the implementation of general plan, Changchun municipal government determined to revise the urban general plan on the existing problems and new situation. It submitted the revised general plan to the State Council and got approval.

  Changchun government officially launched a new round of revising the general plan which was submitted to the State Council by the provincial government for approval in 2004. During the modification by communicating between the State Council and state ministries, the State Council approved the implementation of Revitalization Planning of Northeast Region and Cooperative Development Layout of Tumen River Region of China----Taking Chang-Ji-Tu as Pilot Zone. It put forward new requirements for the development of Changchun and the general plan had also made corresponding adjustments.

  In December 26, 2011, the approval of Changchun Urban general plan (2011-2020)by the State Council provided effective guidance and legal protection for the rapid development of Changchun in the new period.

  (I): Characteristics of a New Round of Urban General Plan
  I. Implementation of requirements of urban and rural planning law, supplementing and improving related contents

  The new urban and rural planning law was issued and implemented on January 1, 2008, which had put forward new requirements for the compilation, management and implementation of urban planning. This round of urban general plan had adjusted, supplemented, improved the compiling range and contents as required by the planning law. Following the principles of urban-rural integration, rational layout, saving land, intensive development and the principle of construction after planning, it emphatically planned in improving the eco-environment, promoting the conservation and comprehensive utilization of energy resources, protecting of cultivated land and other natural resources and historical and cultural heritages, preserving local characteristics and traditional scenes, preventing pollution and other public hazards. Meanwhile, it met the demands of population development, national defense construction, prevention and reduction of natural disasters, public health and public security.

  II. Implementation of development ideas of urban-rural integration, promotion of balanced regional develo
pment, realization of complete coverage planning in planed areas

  Because the planning area is a legal range for formulation and implementation of urban and rural plan specified by planning law, the new round of urban general plan had confirmed it as the focal point. An general plan in the planning area will help to break urban – rural dual development structure so as to build urban and rural integration and promote over all coordinated development. It is also inductive to establish impeccable urban-rural facilities, system to use of future urban expansion efficiently to achieve urban sustainable development. It is also the administrative basis of urban planning management department and important condition of improving administrative permit. Based on the development characteristics, natural resources and carrying capacities of ecological environment of different regions and four levels of “a city, a district, eight groups, ten townships”, it organizes urban development space in range of planning area and implemented classified guidance. On the basis of the distribution of natural resources in the planning area, it delimited nine kinds of lands, that is agricultural protective land, water source protective land, green land around the city, scenic area land, natural ecological land, urban perspective developing reserve land, town construction land, infrastructure land and other lands. It divided the planning area into four types of space control areas, that is, constructed area, constructive area, construction limited area, construction forbidden area on the basis of development requirements of different lands, which has protect natural resources and reserve the city’s development space.

  III.Strengthening the guidance of subarea construction, defining rights and obligations of subareas

  The plan takes construction planning of subareas as an important partto adapt to Changchun’s management styles of “first grade planning, second grade management, third grade construction”. In consideration of overall development of the city, it absorbed the opinions of each urban district and development district to give full play of the positive roles of main construction bodies at different levelsin the urban development. The plan had formulated the guideline of development and construction of the districts in the downtown as well as defined development positioning and main construction demands of each subarea, construction tasks index of urban public facilities, municipal facilities and green lands, and the rights and obligations of construction main bodies of each administrative district to highlight regulation and guidance of general plan to each administrative district.

  IV.Building of open planning structure and transportation system to achieve urban coordinated development in the near future.

  This urban general plan was carried out on the basis of a large number of preliminary study of system, especially conducting strategic conception for urban perspective development and comparatively definite judgment for urban perspective development’s structure, transportation system and construction of infrastructure supporting system. The urban structure and road transportation system defined by this general plan was anexpandable development-type systemdeveloped under the guidance of strategic plan. It enablles balanced urban recent and perspective development to conduct in the same platform toavoid therepeated construction.

  V.Consideration of eco-environment protectionand build a green livable city

  Changchun has a good ecological resource base and the Black Mountains in Southeast Changchun has bred Asia’s second largest artificial and secondary forest--- Jingyuetan Forest Garden,Lianhua Mountains and Xinlicheng water resource conservation forest and other large ecological green lands. With constructing a green and livable city as the objective, greening of scenic area, forest, wetland, country park as a focus, greening of river and road and green wedge as the framework, the general plan will emphasize ecological and environmental protection in city region and integrate the outside regions into the city. It will construct a green corridor and littoral scenic belt relying on Yitong river, Xinkai river, Western Chuan lake,Yongchun river, Xiaoheyanzi river; from a green net relying on roads and line corridors; increase large parks and green lands and improve urban environmental quality to build a green and livable city.

(II) Planning Emphasis

  In consideration of specific characteristics of Changchun city and the problems faced in development, the plan focuses the study on the revitalization of northeast region, and regional coordinated development, urban-rural integration of city region, urban ecological safety, urban spatial form and structure under the development strategy of Tumen River in China while optimizing the comprehensive transportation network system and improving regional infrastructure.
